asked the Secretary of State for the Home Department, further to his answer of 26 March, Official Report, c. 396, how many illiterate prisoners have received help to improve their reading age; whether the prisons concerned recruit volunteers from the adult literacy campaign; and if the overcoming of illiteracy is regarded as rehabilitation by his Department.

In a sample week during 1978–79, 119 prisoners in Walton, Shrewsbury, Swansea and Cardiff prisons attended literacy classes; yes; remedial literacy classes are considered as part of social education provision in the broad sense and therefore as contributing to rehabilitation.
