§ Mr. Geoffrey FinsbergThe homes insulation scheme contains a list of insulation materials, including blown cellulose fibre materials, specified for use under the scheme. My right hon. Friend circulates amendments to the list to local authorities from time to time and expects to do so shortly.
§ Mr. Andersonasked the Secretary of State for the Environment what checks are made by his department to prevent abuses by contractors of grant-aided work for insulation.
§ Mr. Geoffrey FinsbergLocal authorities are responsible for dealing with applications for grants under the homes insulation scheme. For the purpose of authenticating applications and claims, and of ensuring that works are carried out in accordance with the scheme, they are required to inspect at least 5 per cent. of the number of dwellings for which applications are accepted.
