asked the Secretary of State for Transport if he is satisfied that the level of enforcement of the law and the penalties available for those convicted are sufficient adequately to deter cyclists from cycling on footpaths.

Enforcement of the law is a matter entirely for chief officers of police. The penalties concerned are among a large number which are due to be revised as soon as a suitable legislative opportunity arises.
