Mr. Marlow

asked the Secretary of State for Employment what is the average cost per trainee week of the youth opportunities programme (a) work experience on employer's premises and (b) community service, including all materials and overheads and including Manpower Services Commission costs.

Mr. Peter Morrison

[pursuant to his reply 9 July 1981]: The average gross cost per trainee week for a young person in the youth opportunities programme (a) on work experience on employer's premises is £23–50 and (b) on community service was £51.

These costs take account of all allowable material and overhead costs to the sponsor. Manpower Services Commission administrative costs are excluded as these cannot be broken down by scheme type.

Mr. Foster

asked the Secretary of State for Employment (1) how much money has been allocated by the Manpower Services Commission to local education authorities in respect of capital projects to assist their contribution to the youth opportunities programme in each year since the programme's inception;

(2) if he will detail the capital amounts allocated to each local education authority by the Manpower Services Commission in respect of their contribution to the youth opportunities programme for each year since the programme's inception;

(3) if he will detail the payments made to each local authority by the Manpower Services Commission in respect of their contributions to the youth opportunities programme for each year since the programme's inception.

[pursuant to his reply, "8 July 1981]: The Manpower Services Commission allocates capital to local education authorities to enable them to provide suitable accommodation for youth opportunities programme courses, where such accommodation is not otherwise available.

The following table gives details of these amounts broken down by special programmes area and year. Details are not available for 1978–79.
