§ Mr. LuceThe Gilbert Islands constitutional conference agreed that an independent commission of inquiry would be appointed five years after independence—later reduced to three years—to review the operation of the provisions in the Kiribati constitution specifically related to the Banabans. This agreement was enshrined in section 122 of the Kiribati constitution. It is for the Government of Kiribati to make the necessary arrangements for an independent commission of inquiry to conduct such a review.
