§ Mr. RossiI reaffirm that it is our long-term aim to introduce a coherent system of cash benefits for disabled people. But, as we have made clear, there is no prospect of any new benefits until the economy has improved. The Department will continue to keep under review the various possibilities for future developments, including a comprehensive disability benefit, but it will not be possible to reach firm conclusions until it is clear when, and to what extent, the resources necessary for further improvements will become available.
