§ Mr. Giles ShawI recognise the Litter Acts of 1958 and 1971 have proved difficult to enforce and, hence, less effective than I would wish. But legislation forms only part of our overall strategy to overcome the problem of litter. The Government also operate in this field by encouraging schemes for the recycling of waste and by supporting the Keep Britain Tidy Group. I shall arrange for the group to send my hon. Friend details of their current initiatives.
