asked the Secretary of State for the Home Department if he will legislate to require the proportional repayment of a television licence when the holder is declared blind during its currency.

It has been the policy of successive Governments to limit the making of refunds under section 3(3) of the Post Office Act 1969 to the following classes of case:

  1. (a) when a licence is not needed within 28 days of issue—or of due date of issue when it is a renewal;
  2. (b) when two licences are taken but one was obtained in error;
  3. (c) when an unexpired monochrome licence is surrendered for a colour licence authorising viewing in monochrome.

With over 18 million licences in force it is necessary to confine eligibility for refunds closely if the licensing system is not to become unduly cumbersome. My right hon. Friend understands the considerations that have prompted my hon. Friend's request, but regrets that he is unable to accede to it.
