asked the Secretary of State for Transport if he will carry out a study of the future requirements of transport using the trans-Pennine routes, in the light of the proposed closure of the Woodhead rail link between Sheffield and Manchester.

No. So far as rail requirements are concerned, this would be a matter for the Railways Board. I see no case for any wider study.
