Sir Bernard Braine

asked the Lord Privy Seal what is the present condition of power and mechanical plant left on Banaba Island by the British Phosphate Commissioners in January 1981.

Mr. Neil Marten

Latest available information indicates that the power station plant is being well maintained and has been properly protected. The condition of the cantilever and other mechanical equipment is poor.

asked the Lord Privy Seal what would be the net cost involved in the agriculture and fisheries development option for Banaba Island as set out in the Banaba Island resources survey final report published by the Overseas Development Administration in April 1981.

The consultants have estimated that the net costs to the Kiribati Government would total A$904,054 for years one and two, followed by an annual surplus thereafter of A$61,773. The costs to the Rabi Council of Leaders would be A$790,000 in year one, an annual average of A$262,000 for the next three years and about A$189,000 annually thereafter.

The consultants estimated that over the seven years of mining there would be an operational loss of A$3.3 million to be shared by the Kiribati Government and the Rabi Council of Leaders. The net costs to the Kiribati Government and the Rabi council over this period would be A$365,000 and A$1,704,000 respectively.
