Mr. Arthur Lewis

asked the Secretary of State for the Home Department why Charles Richardson was allowed to occupy an open prison whilst hundreds of unconvicted persons are incarcerated in closed prisons awaiting trial on remand for less serious charges; and whether he will make a statement.
