asked the Secretary of State for Energy how the energy consumed per unit of output in each of the major United Kingdom energy-intensive industries compares with that of their main European competitors.

Mr. Gray

It is not possible to make meaningful comparisons because few, if any, industries have simple homogeneous outputs measurable in physical terms. Recent data on energy consumption for the major energy intensive industries which are consistent between different countries is not available.
