§ Sir Ian GilmourThe average salary cost figures for United Kingdom officials given below include the average salary—excluding allowances—superannuation at 19 per cent. of the salary payable and employers' national insurance contribution as at 6 April 1980, and assume they are London-based.
The average annual salary costs are as follows: permament secretary £37,733, under-secretary £26,447, assistant secretary £24,658. The basic gross pay for the top three grades of Community officials as at 1 July 1979 is given below. The salary scale is given in each case since we have no means of calculating the average. Allowances are excluded since they vary according to the individual; we have no means of calculating them. The annual minima and maxima for the scales are as follows:
