§ Dr. Roger Thomasasked the Secretary of State for Wales if he will publish in the Official Report the formula that is used to determine the relative allocation of funds for thermal insulation schemes to district councils in Wales.
§ Mr. Wyn Robertsthe sum of £1.5 million was set aside for private sector thermal insulation schemes, but district councils bid for about £1 million only. All bids were met in full and the balance allocated in proportion to the bids. Authorities are free to use any surplus for other purposes—for example, public sector energy conservation works.
