asked the Secretary of State for Education and Science what is his view on the present arrangements for arbitration on questions of teachers' pay.

I am today writing to the teacher and local authority associations in England and Wales to consult them formally about a proposal to change the present arbitral arrangements so as to provide access to arbitration only by the agreement of both panels on a Burnham committee. I propose that new arrangements should apply in relation to the forthcoming reviews of teachers' remuneration.
