Mr. Russell Johnston

asked the Prime Minister what is the policy of Her Majesty's Government with regard to the degree of independence of action of European Economic Community Commissioners from influence of the national Governments which initially appoint them.

The Government are bound by article 10(2) of the Merger Treaty of 8 April 1965 establishing a single Council and a Commission of the European Communities, which specifies that the members of the Commission shall be completely independent in the performance of their duties.
