The geographical coverage of the special temporary employment programme was reduced in mid-1979, but all schemes financed by the Manpower Services Commission under that programme continued until the expiry of their agreement with the MSC. My right hon. Friend has announced a new community enterprise programme to commence on 1 April 1981 and an expanded youth opportunities programme, both of which increase the provision for community projects.
