asked the Secretary of State for Scotland if he will make a statement on the freezing of house building projects in the new towns, giving a detailed breakdown of the projects so affected in each new town.

I have asked all five development corporations to observe a moratorium on new construction until the end of the current financial year because of my concern over the possibility that there might he a breach of the cash limit which embraces not only the new towns but also the district councils, Housing Corporation and SSHA. The housing projects affected by this decision are as follows:

East Kilbride—Newlandsmuir I and II 97
Glenrothes—gap sites 65
Irvine—Whitehirst Park 16

asked the Secretary of State for Scotland what information he has as to how many house building projects for handicapped persons will be stopped in each of the new towns as a result of the recently announced moratorium on house building; and what is the total number of housing units involved.

As a result of the moratorium to 31 March 1981 on the letting of new housing contracts in the new towns, approval has been withheld for one project in Glenrothes totalling 65 houses, of which 10 were for wheel-chair users and one at Irvine for 16 houses of which two were for wheel-chair users.
