§ Mr. HurdMr. Thorn, the then President of the European Council of Ministers, acting on the basis of the Venice Declaration, met representatives of the Palestine Liberation Organisation and of Palestinian opinion in the occupied territories last year. The current President will be maintaining these contacts. No settlement will be possible which does not command the support of the Palestinians.
