§ Mr. KingThe rate support grant entitlements of the City of Westminster, comprising needs, resources and domestic elements, for each year from 1970–71 to 1980–81—first increase order—are shown in the table below. Initial block grant entitlements for 1981–82 will not be known until authorities' own expenditure plans are finalised but if authorities spend in line with the Government's assumptions it is estimated that Westminster will receive block grant of £58 million, wholly on account of the GLC, ILEA and the Metropolitan Police. Westminster's domestic element for 1981–82 is estimated as £12.7 million, giving a total estimated grant of £70.7 million for 1981–82. If any of the precepting authorities spend more than the Government's expenditure assumptions the grant paid to Westminster will fall in consequence.
It is only possible to calculate the needs element grant paid to Westminster in respect of the Inner London Education Authority for the years 1977–78 to 1980–81—first increase order. These figures are shown in the table. If ILEA spends in line with the Government's projections, Westminster will receive £19 million in respect of ILEA in 1981–82.
