§ Dr. BoysonThe assessment and diagnosis of the educational needs of children are the responsibility of individual local education authorities, and it is part of the purpose of the Education Bill now before Parliament to promote the early identification of, and provision of suitable education for, children with special educational needs.

§ Dr. BoysonThe primary responsibility to secure the provision of suitable education for children with learning difficulties of any kind rests with the local education authorities. Financial support from central Government for their functions is provided through the rate support grant. This grant is not specific to individual services, and it is for the local authorities to decide on the allocation of their resources.
