HC Deb 09 February 1981 vol 998 cc253-4W
Dr. Mawhinney

asked the Secretary of State for Social Services if he will list those hospitals, clinics and medical research centres at which experiments are being performed on new born infants which are not for the benefit of the patients, which experiments were referred to in evidence given to the Select Committee on the Social Services and to which reference is made in its second report.

Dr. Vaughan

This Department is not supporting any research of that type, and I understand from my right hon. and learned Friend the Secretary of State for Education and Science that neither is the Medical Research Council. No central record is kept which would make it posible to identify any such research which is being sponsored or carried out by other bodies or individuals.

As regards evidence given to the Select Committee on the Social Services, the remark attributed to Professor Strang in paragraph 454 of the Committee's report appears to run together statements about "experiments with animals" and "observations on babies" which to my mind carry no suggestion of experiments being carried out which are not to the benefit of the patients.
