§ The Prime MinisterOn 22 May 1980, I announced the establishment of an independent inquiry under the chairmanship of Sir Bernard Scott into this question.—[Vol. 985, c. 285–86.] I received the report of the committee of inquiry on 19 December and I am today publishing it as a Command Paper. I should like to thank Sir Bernard Scott and his colleagues for their thoughtful analysis of the difficult issues involved. Before making any decisions on this problem, the Government will take account of the reactions to the report's analysis and findings.
