asked the Secretary of State for the Environment what representations he has received about the costs imposed by local authorities for handling applications for both planning permission and building consent.

No charges are yet being levied for planning applications but proposals for such charges were the subject of a consultation paper issued in June 1980. Nearly 400 replies were received, and most of these made constructive, detailed observations. Draft regulations will shortly be laid.

Representations have been received from both sides of industry about the operation of the present building regulations fees scheme, and proposals for a revised scheme were circulated for comment on 19 December 1980.
