§ Mr. Peter MorrisonI am not aware of any legal reasons. The security reasons involve the control of 111W documents and authenticating measures which would also require additional staff resources. As I explained in my reply to the hon. Member for Swansea, East (Mr. Anderson), my officials are considering whether there are any alternative methods which could be administered by the bus companies.—[Vol. 997, c. 409.]
