Mrs. Knightasked the Secretary of State for Social Services whether he has yet completed the careful consideration he promised to give on 31 January 1980 to the proposals contained in the Council of Europe recommendation 874 concerning the European charter on the rights of the child; and if he will now take steps to implement the proposals.
§ Dr. VaughanThe position in the Council of Europe is that the Committee of Ministers doubts the advisability of a European charter on the rights of the child based on 89W the proposals in recommendation 874. Many of these proposals are in line with what we are already doing in this country.
