Mr. Penhaligon

asked the Secretary of State for the Environment if he will list those areas of Cornwall currently embargoed for development by the South- West water authority, together with a separate list of those towns of 5,000 population which are totally unaffected by such restrictions.

The South- West Water Authority (SWWA) has recommended to the local planning authority that development embargoes should be applied to the following areas in Cornwall:

Penwith 18
Kerrier 6
Carrick 8
Restormel 3
North Cornwall 17
Caradon 42

The towns of Penzance, Helston, Camborne, Redruth, Falmouth, Penryn, St. Austell, Bodmin, Launceston and Saltash all have populations of over 5,000 and are not subject to embargoes on development as a result of recommendations by the South-West water authority; development in some of these towns is restricted, however, due to present inadequacies in the water and sewerage or sewage-treatment infrastructure.
