§ Mr. Geoffrey FinsbergIn October 1980 local authorities in Great Britain employed 156,600 direct labour operatives on construction work. In addition, 87,900 administrative, professional, technical and clerical staff were engaged on design, management and control of construction work, some of whom were in direct labour organisations.
We intend the relevant provisions of the Act to take effect on 1 April 1981.
