§ Mr. Kenneth ClarkeIf the sections not already under construction were each delayed by a year the extra costs of travel and accidents would be some £20 million or more, and many thousands of people in outer London would face a further year's noise, disturbance and danger. For that reason, we are doing all we can to maintain progress.
