asked the Secretary of State for the Environment if he will list the rate suport grant to the London borough of Greenwich for the years 1970 to date with an estimate for 1982–83, giving additionally index figures showing changes in real terms.

The figures include needs, resources and domestic elements and receipts from the London rate equalisation scheme for the years to 1980–81; for 1981–82 and 1982–83 they include block grant, domestic rate relief grant and receipts from the scheme.

The amount for 1981–82 reflects a reversal of the artificial shift to London after a number of years during which London's share of grant was increased substantially at the expense of the rest of the country. The amount shown for 1982–83 is not comparable with the other figures, for it is an exemplification based on an assumed level of spending; the borough's actual grant entitlement will depend on its expenditure. The figures for 1970–71 to 1978–79 are final amounts; 1979–80 includes the second increase order and 1980–81 the first increase order. The figures for 1981–82 and 1982–83 are the latest available estimates.

A suitable index based on local government expenditure is not available for the years in question.
