§ Mr. Kaufmanasked the Secretary of State for the Environment if, from information available to him and for each of the past 10 financial years, including the current financial year, he will list those local authorities which have levied a supplementary rate or precept, stating its size and the reason for it being levied.
§ Mr. HeseltineThe available information for the past 10 years is as follows:
pence 1978–79 Hillingdon 3.0 1979–80 Sandwell 3.0 Oxfordshire 5.0 Carlisle 4.0 1980–81 Camden 6.0 Lambeth 20.0 Barnsley 6.0 Bradford 5.9 Kirklees 5.7 Leeds 7.2 Northamptonshire 5.0 Chesler-le-Street 1.0 North Norfolk 1.0 Wellingborough 1.0 Oxford 3.0 1981–82 Greater London Council 11.9 ILEA 4.7 Brent 17.1 Newham 3.6 Waltham Forest 4.1 Merseyside 6.0 West Midlands 14.0 West Yorkshire 9.5 Birmingham 5.0 Coventry 1.0 Sandwell 8.2 Wolverhampton 5.2 Avon 9.0 Cheshire 6.0 Cleveland 15.0 Cumbria 15.0 Durham 6.0 Humberside 12.0 Lancashire 18.0 Northamptonshire 8.0 Nottinghamshire 18.0 Stockton on Tees 3.0 Glenford 1.0 South Glamorgan 6.0 In the period before 1981–82 authorities which were not in receipt of resources element of RSG were not required to notify the Department of the levying of supplementary rates. The information in the table is therefore not necessarily comprehensive.
Some districts and boroughs, in counties where supplementary precepts have been levied, have passed on a slightly different supplementary rate. These cases have not been shown in the preceding table where the variation was less than 1p. In addition, Tower Hamlets passed on only 10p of the combined supplementary precept from GLC and ILEA of 16.6p in 1981–82.
Comprehensive information on the reasons for levying supplementary rates and precepts is not available.
