§ Mr. Wigleyasked the Secretary of State for Social Services if he will investigate the circumstances that have led to a recipient of invalidity benefit in Wales being refused his payment because he was unwilling to sign an English language declaration concerning such benefit payments, the details of which have been sent to him.
