§ Mr. Hendersonasked the Secretary of State for Scotland what proportion of civil defence and emergency planning expenditure incurred by local authorities in Scotland is reimbursed by central Government in the current year.
§ Mr. RifkindThe approved expenditure of local authorities on civil defence is grant-aided at the rate of 75 per cent.—apart from expenditure on the warning system, which is fully reimbursed. On the basis of submitted estimates an advance of grant is paid during the year in which the expenditure is being incurred. This amounts to 90 per cent. of the estimated grant due, and the balance is paid after the end of the financial year once actual expenditure is known.
