§ Mr. LuceThe Five are continuing their discussions with all concerned of their suggestions for constitutional principles as guidelines for the Constituent Assembly. As soon as there is agreement on these, the Five will move on to the second phase of confidence-building measures. The Foreign Ministers of the Five in Brussels on 10 December reviewed progress and noted that the ground was prepared for achieving final agreement on the constitutional principles without delay.
