§ Mr. LuceNo, I do not believe that it is appropriate for the United Kingdom as a non-regional Power to take initiatives at this stage. Moreover, the question of El Salvador has been discussed by the European Community in political co-operation and it is the common view of the Ten that there is at present no scope for a collective initiative.
