§ Mr. RifkindInformation on housing starts by month is not available. The following table gives six-monthly figures for Scotland and Edinburgh district, for local authority and private houses. Due to a recent statistical difficulty which my officials are discussing with officials of Edinburgh district, it is not at present possible to give a figure for the private sector in Edinburgh in the first half of 1981.

Year Number of new houses started 1977 1,631 1978 1,174 1979 1,046 1980 1,511 Figures for the whole of 1981 are not yet available: 127 new houses were started in the first three-quarters. This reflects the moratorium which the association placed on the letting of new contracts from July 1980 to April 1981 to keep within expenditure limits, and also, to a lesser extent, a shift of the association's efforts from new building to rehabilitation and modernisation.
