Friends the Secretaries of State for Scotland and Wales and I with the consent of the Treasury are laying before Parliament an order to amend the Horse Breeding Rules to the effect that licence fees will be raised to £60 and the fee for appeals to £70. We have begun consultations with representative equestrian organisations and with the veterinary bodies about an alternative scheme that would have the effect of providing arrangements more in keeping with the needs of the horse breeding industry today, streamling the administration and securing financial savings.
