§ Mr. Geoffrey FinsbergPublicity about the dangers of smoking, excessive drinking and unwise eating is primarily a matter for the Health Education Council to154W which the Department contributed £4.7 million in 1980–81. Details of the council's programmes are given in its annual report, a copy of which is in the Library. Publicity about wearing seat belts is a matter for my right hon. Friend the Secretary of State for Transport.
