§ Mr. Geoffrey FinsbergA preliminary draft of a full set of new regulations has been completed and is being considered by the Registrar General's legal advisers.
The regulations are of a complex and technical nature and, although progress has been made, there remains a good deal still to be done on them and it is likely to be some months before the work is completed.
