§ Sir George YoungI recently received these two reports by working parties set up to look at aspects of the work of community homes, one chaired by Professor Norman Tutt on observation and assessment and the other by Mr. Bill Utting on control and discipline. I am most grateful to the chairmen and members of the working parties for making their experience and expertise available. Both reports have now been published, and copies have been placed in the Library of the House. They are being circulated widely, and I am confident that they will make a valuable contribution to the development of services for young people.
