§ Sir Geoffrey Howe[pursuant to his reply, 16 April 1981, c. 221]: Figures for the average earnings of employees in sheltered workshops are not available. Remploy employs about two-thirds of those employed in sheltered workshops, and using their basic rates of pay the figures are as follows:
