§ Mr. HurdThe United States, USSR, United Kingdom, France, China and India have demonstrated this capability. The production of a nuclear explosive device could probably be undertaken if sufficient effort were devoted to it by any country with a developed industrial base. Most such countries have of course renounced the option.
