§ Mr. Altonasked the Secretary of State for the Environment if he will introduce legislation to amend section 4 of the Housing Act 1957 by incorporating the 10-point standard derived from section 61(3) (c) of the Housing Act 1974 and Department of the Environment circular 160/74 in an effort to strengthen the powers available to local authorities to enforce decent minimum standards in privately rented property.
