§ Dr. BoysonThe rate support grant is based on an assessment of local authorities' overall expenditure needs but is not earmarked for particular services. Figures of expenditure by individual authorities on special education at constant prices could not be prepared without disproportionate cost, but those for England and Wales are as follows:
