§ Mr. Neil MartenThe Sixth Replenishment cannot come into effect until the United States Congress has authorised participation and appropriated an initial United States contribution. The present United States Administration are urgently promoting legislation for these purposes. Meanwhile, some non-United States participants, including ourselves, have made advance contributions to help bridge the gap in commitment authority.
