§ Mr. FowlerIn 1979–80 two national publicity campaigns were carried out at a cost of £1.8 million. In the last financial year a campaign to test a new approach was carried out in the Midlands TV area. This succeeded in raising the wearing rate to an average of 34.1 per cent. This figure includes 46.5 per cent. on motorways and 39.8 per cent. on trunk roads. I am now considering my future plans in the light of my evaluation of this campaign and other factors.
