§ Mr. GrayI have asked the companies exporting United Kingdom North Sea oil to do so in the markets of our partners in the International Energy Agency and the European Community except where there are existing patterns of trade. This precludes direct sales of United Kingdom North Sea oil to Israel. I cannot monitor indirect trade.
