Mr. Marlow

asked the Minister of Agriculture, Fisheries and Food (1) whether he considers that the United Kingdom could establish a satisfactory conservation policy for fish, similar to that achieved by Iceland, without participating in a European common fisheries policy;

(2) why he considers that a common fisheries policy is necessary for the establishment of a satisfactory conservation policy.

Fish stocks move among the waters of coastal States without regard to boundaries. Conservation policies will therefore be more effective when based on international agreement. Membership of the European Community offers the best opportunity of achieving this for the waters of Northern Europe.
