§ Mr. Foulkesasked the Lord Privy Seal what Her Majesty's Government's policy is on the conclusion of the first report from the Foreign Affairs Committee, Session 1980–81, that a request from the Federal authorities in Canada for a substantial amendment of the Canadian constitution would not be a "proper" request if it was not supported by a majority of the provinces.
§ Mr. RidleyThe policy of Her Majesty's Government on this question will be set out in their observation on the first report of the Foreign Affairs Committee of the House of Commons which, as my right hon. Friend the Chancellor of the Duchy of Lancaster said in the House on 26 March, we expect to publish at about the same time as the proceedings in the Canadian Parliament are concluded.
