§ Sir George Young[pursuant to his reply, 31 March 1981, c. 71]. My right hon. Friend made it clear in his statement to the House on 21 November 1980—[Vol. 994, c. 190–92]—that the agreement did not achieve all we would have wished. That is why the main agreement runs only until 31 July 1982*.
